All participants in the game are bound by the following

  1. Not to bet on the outcome or on any other aspect of a Rugby football match or competition under the jurisdiction of the PRU,
  2. Not to throw or fix a match, try to achieve a contrived outcome to a match or competition, or otherwise influence improperly the outcome or any other aspect of a match or competition,
  3. Not to seek or accept a bribe or other benefit,
  4. To report immediately any offer of a bribe or other benefit,
  5. Not to engage in any doping practice,
  6. To comply with the safety directives for Referees, Coaches and Players,
  7. Not to repeatedly breach the Laws of the Game,
  8. Not to physically or verbally abuse, threaten or intimidate a Referee, Touch Judge or other match official,
  9. Not to show unnecessary dissention, displeasure or disapproval towards a Referee, Touch Judge or other official,
  10. Not to use crude or abusive language or gesture,
  11. Not to do anything which is likely to intimidate, offend, insult or humiliate another participant on any grounds,
  12. Not to conduct themselves in any manner that would impair public confidence in the honesty and orderly conduct of matches and competitions, and
  13. Not to do anything which adversely affects or reflects or discredits the Game of Rugby Football.

Committees

 1. The following are nominated to form the disciplinary committee:

Rizwan Malik 

2. List members of  Pakistan Association of Rugby Union Referees

Attached (these will also double up for touch judges)

3. Referees & Touch judges for the matches will only be persons available from the list above. 

4. Referees and touch judges will report to PARUR.

5. The matches will have a match official (can be a person from the list of referees or otherwise nominated by PARUR)

6. All matches should be video taped and will be the responsibility of the host team.

7. Match official will not interfere with the game or the decision of the referee during the game but will give an account of the game, if there are any issues cover that aspect and also comment on the quality of the refereeing

Some standard rules

 -Abusing should be a fine on the player (can be financial or match(s) ban or both), this will be reviewed on receipt of a complaint and the decision will be made by the disciplinary committee on the report / recommendations of the match official and if needed review of the video tape,

- If players or supporters from the outside join any fight there will be a ban on such players and a fine to the club

- Referee’s should carry yellow and red cards and these should be used according to the severity of the foul however if the referee fails to take action and there is a complaint by a club it will be investigated and the recommendations of the match official will be provided to the disciplinary committee for a decision.

- The decision of the disciplinary committee shall be binding on the clubs

- There can be an appeal from the club for reconsideration , the EXCOM of  PARUR will hear the appeal, once the  final decision is provided the clubs must abide by it.

- There will be penalties on the clubs for not abiding to the decision of the disciplinary committee and will be decided by the EXCOM of  PARUR.

- Host Club should provide medical facilities on the ground
