1 Name and Address
1) The Association is known as the
Pakistan Association of Rugby Union Referees, (the Association).
2) The Association's registered
address is care of the Pakistan Rugby Football Union, 65 A Lalazar,
Thokar Niaz Baig, Lahore, Pakistan.
2 Objectives of the Association
The Objectives of the Association are
to: -
1) Promote Rugby Football in
Pakistan.
2) Provide qualified referees for
rugby matches.
3) Recruit, train and develop
referees for games under the jurisdiction of the Pakistan Rugby
Union (PRU).
4) Improve the standards of
refereeing within Pakistan and Asia.
5) Generate funds and to use such
funds for the furtherance of the interests of the Association and
its members.
6) Comply with the Association and
PRU Code of Conduct.
7) Engage in such other activities
approved by the Executive Committee (EXCOM).
3 Membership of the Pakistan Rugby
Football Union
1) The Association is a member of
the PRU,
2) The Association shall maintain
its membership of the PRU.
3) The President, or an EXCOM
nominated deputy, shall represent the Association at the Annual
General Meeting and other General Meetings of the PRU.
4 Membership of the Association
1) Membership of the Association
shall be open to anyone interested in the refereeing of Rugby
Football matches or the game in general played under the Laws of the
Game of Rugby Football.
2) Membership shall be upon
approval of the EXCOM, and upon payment of the annual subscription
as determined by the EXCOM. All members of the Association are
expected to contribute to Association activities and to strive to
uphold the Objectives of the Association.
3) Social membership shall be upon
approval of the EXCOM, and upon payment of the annual subscription
as determined by the EXCOM. Social members are not permitted to vote
on Association matters.
5 Executive Committee
1) The Executive Committee (EXCOM)
shall consist of a President, Vice President, Secretary, Treasurer,
Fixture Secretary and up to three elected members.
2) The EXCOM shall have the power
to co-opt other members whom by virtue of special qualification or
experience may contribute to the administering of the Association.
3) The EXCOM shall administer the
Association.
6 Election of Executive Committee
1) The EXCOM shall be elected by
voting at the Annual General Meeting and will serve until the
concluding adjournment of the Annual General Meeting in the
following year.
2) EXCOM members shall be eligible
for re-election.
3) In the event of a tied vote in
electing members of EXCOM, the vote shall be re-taken.
4) EXCOM members may resign during
their period of office.
5) In the event of the resignation
of an EXCOM member, the other members of the EXCOM shall have the
power to fill the vacancy from among members of the Association.
Except, in the event of the resignation of the President, whereby
the Vice President shall be appointed until election of a new
President at the next General Meeting of the Association.

Authority of the Executive Committee
The EXCOM have delegated authority
and shall be fully empowered to: -
1) Administer the Funds of the
Association.
2) Appoint a Chairman for the
Coaching & Assessment Board (CAB), Disciplinary Committee and any
other Committee deemed necessary. Membership of the Committees shall
be from within the Association. All decisions shall be communicated
to Association members.
3) Request the resignation, or
terminate the membership, of any member in respect of any proven
misconduct in contravention of the Objectives of the Association or
other matters that may reflect adversely on the Association.
4) Confer life membership on those
who have rendered special service to the game of Rugby Football.
Life membership must be confirmed at the next General Meeting of the
Association.
5) Interpret this Constitution in
the event of any dispute regarding its meaning, and the body
referred to on any question or matter not provided for within this
Constitution.
6) Communicate to all members the
season’s objectives and future directions following election of the
EXCOM, and
7) Following each
meeting of the EXCOM, to make public to all members all
extraordinary matters arising and any decisions reached and to table
these at the next General Meeting.
8 Funds of the Association
1) The funds shall be used only to
meet expenses, and to support or promote the Objectives of the
Association.
2) The funds shall not be used for
other purposes.
9 Disciplinary Action
1) Any member who is alleged to
have contravened the Objectives of the Association or any other
matters that may reflect adversely on the Association shall have the
allegations put to them in writing.
2) The member shall be entitled to
make representation to the Disciplinary Committee that is
established to consider the matter, in person and/or in writing. The
member shall be entitled to representation by any person of their
choice.
3) After due consideration, the
Disciplinary Committee shall make a recommendation to the EXCOM to
either take no action, reprimand, suspend or terminate the
membership of the offending member.
4) The Disciplinary Committee shall
comprise a Chairman appointed by the EXCOM and a minimum of two
other Association members, none of whom shall be members of the
EXCOM.
5) Any member who is found by the
Disciplinary Committee to have any allegation against them proven
may appeal to the EXCOM against the finding and/or the sanction
imposed. The decision of the EXCOM on any such appeal shall be
final.

Gradings & Selection of Referees
1) The EXCOM shall publish those
games within the current season that: -
a)
Involve national representative teams,
b)
Has a Pakistan representative (or equivalent) as one of the
participating teams and the other participating team comprises
players non resident in Pakistan, and
c)
Are games for which trophies are awarded or are otherwise to be
regarded as games of special significance.
2) The Coaching & Assessment Board
(CAB) shall comprise of suitably qualified members.
3) The CAB will nominate a panel of
referees, whom are deemed suitable to officiate at the games.
Nominations shall be forwarded to the PRU for ratification.
4) The CAB will appoint the referee
to any game referred to in as the EXCOM directs.
5) The Fixture Secretary will
appoint the referee to any game to which no other person has the
responsibility to appoint a referee. The duties of the Fixture
Secretary may be delegated to any Referee Development Officer
employed by either the Association or the PRU.
6) The CAB will assess and evaluate
all referee grades at a frequency determined by the EXCOM and
publish the outcome. CAB will endeavour to attain the Association
targets set out at the beginning of the season.
11 Meetings & Communication
1) Association meetings shall be in
the form of Annual General Meetings, Special Meetings or General
Meetings.
2) The Annual General Meeting shall
be held before the 30th June each year to: -
a)
Receive an Annual Report from the President, Secretary and Fixture
Secretary on the season just ended,
b)
Receive and approve audited accounts from the Treasurer,
c)
Elect the members of the EXCOM for the ensuing year,
d)
Dispatch any other business, of which notice shall be given by any
member to the Secretary prior to the start of the meeting,
e)
All members attending, excluding Social Members, shall be allowed
one vote. The Chairman of the meeting shall have one vote only and
is not permitted an additional casting vote,
f)
Members eligible to vote but unable to attend the meeting, shall be
allowed to submit a proxy vote in writing to the Secretary on any
item on the published agenda on which a vote might be taken,
g)
Decisions shall be made by simple majority.
3) Special Meetings: -
a) Special Meetings shall be
convened by the Secretary on receipt of instructions to that effect
from the EXCOM, or a requisition from not less than five members.
Discussion and resolutions shall be limited to those matters
detailed in the requisition,
b) Special Meetings shall be run in
accordance with the provisions for General Meetings as set out in
11(4) except that a quorum for a Special Meeting shall be the
presence of any number of members of the Association.
4) General Meetings: -
a)
General Meetings shall be convened by the Secretary,
b)
A quorum shall be the presence of minimum of 10 (ten) members of the
Association. If the quorum cannot be formed the General Meeting
shall be adjourned and re-scheduled. For a rescheduled meeting the
presence of any number of members of the Association shall be the
quorum,
c)
The Chairman of the meeting shall be the President or in his absence
the Vice President. In the absence of both the President and the
Vice President, any member of EXCOM shall take the Chair,
d)
Members eligible to vote but unable to attend the meeting, shall be
allowed to submit a proxy vote in writing to the Secretary on any
item on the published agenda on which a vote might be taken,
e)
All members attending, excluding Social Members, shall be allowed
one vote and the Chairman of the meeting shall have an additional
casting vote in the event of a tied vote,
f)
Decisions shall be made by simple majority.
5) Communications and notifications
to Association members may be given by means of electronic mail
(e-mail), written letters, facsimiles or posting on the Association
web-site.
12 Dissolution of the Association
1) The Association may only be
dissolved by a Special Meeting, or by the failure to hold an Annual
General Meeting for two successive years, in which case any surplus
in the Association's funds shall be handed to the PRU.
13 Alterations or Additions to the
Constitution
1) The Constitution of the
Association shall not be amended or added to except at an Annual
General Meeting or Special Meeting and then only by a two-thirds
majority of those members present who are eligible to vote.
2) A minimum of 14 days’ notice of
any proposed amendments or additions to the Constitution shall be
given to all members of the Association eligible to vote.
